Include all categories in budget

Hi. I'm trying to edit my budget, but not all of the categories are visible. For instance, I have a Parent category, healthcare, with multiple child categories, but only some of those child categories appear when I open "Edit" in "Budget Manager." How do I make every category appear in Budget Manager editing?

    Click the plus (+) button in the bottom left hand corner of the budget manager to add categories to a budget.
