You're correct, in instances when a Direct Connect connection ceases to function, you can still download an OXF as you've described. This should keep your accounts up to date without too much fuss until the connections functionality has returned.

I would strongly suggest that all replies to users about Direct Connect difficulties include a notation to try a file download as a temporary solution; I'm not at all sure that all users are even aware of that possibility.
