I am treasurer for a local organization, and have been keeping my personal account and the organization's books in quicken. Will this program function the same way?

In Moneydance data held for a set of accounts is often referred to a Data Sets simply because the data is not held in a single file.

You can have as many data sets as you wish so having one for your personal accounts and a separate one for the organisation is no problem.

How do I create subsequent data sets? How do I move from one to another?

The menu item File --> New creates a new data set.

The menu item File --> Open closes the current open data set and then opens the one you indicate. You can only have one data set open at a time
